Stelic led project controls for a global biopharmaceutical company on an 84,000 sq ft CAR-T cell therapy manufacturing facility in Maryland — a 21-month program built to GMP standards with a regulatory submission tied to every milestone. Stelic embedded as the cost and schedule controls team from groundbreaking through operational readiness in December 2025, supporting both CRB Group as the design-builder and ProjectFarma as the qualification and turnover team. 

GMP schedules carry no buffer. When process equipment deliveries or change orders shift, the regulatory pathway shifts with them. Stelic ran cost and schedule as a single integrated discipline across both teams: the Primavera P6 master schedule fed weekly earned value reporting, and every change order package received CPM-quantified schedule and cost impact analysis before it reached the owner for decision. The Last Planner System anchored weekly work plans to master schedule logic, ensuring near-term commitments and long-range float moved in alignment. During the post-mechanical completion phase, Stelic provided scheduling and resourcing support to ProjectFarma as they led the qualification of process equipment and utilities, leveraging a resource-loaded P6 schedule with leveling capabilities to assess document and equipment execution priorities against critical milestone dates. 

Change management ran end-to-end. Stelic maintained contingency tracking, risk and opportunity registers, and monthly A3 executive reporting throughout construction and into qualification. The facility achieved substantial completion on schedule — delivered on the controlsinfrastructure Stelic established in month one and held for all 21.
